About the Award:
The US Department of Housing and Urban Development offers competitive IHBG grants in addition to the non-competitive formula grants administered through the IHBG program. Grant funds may be used to develop, maintain, and operate affordable housing in safe and healthy environments on Indian reservations and in other Indian areas, and carry out other affordable housing activities. Grant funds must be used to primarily benefit low-income Indian families. About the Award:
This grant available to tribes can be used to fund lead hazard control efforts that ensure the long-term safety of the building occupants. This could equate to changes made to existing structures or the construction of lead-safe units. Projects should target lead hazard control efforts in housing units with children under 6 at great risk of lead poisoning and build local capacity for safely and effectively addressing health and safety hazards. Projects should collect pre- and post-intervention blood lead level data. The period of performance is expected to be a 42-month project and budget period. Native American tribal applicants (principal applicants and partner applicants) are eligible to apply for this program only if they have an Environmental Protection Agency (EPA) authorized lead-based paint training and certification program as of the submission deadline date. Tribes that currently meet this specification include the Cherokee Nation, Lower Sioux Nation, Upper Sioux Community, and Bois Forte Band.

The Northern Sierra Air Quality Management District currently has 2 wood stove change-out programs! One is for all of Plumas, Sierra and Nevada County except the Portola area. The other is for the Portola area only. Both programs are designed to help households replace non-EPA certified wood stove or insert used as a primary source of heat with a cleaner burning and more efficient device. Open hearth fireplaces may be eligible for each Program if the fireplace is used as a primary source of heat (documentation required). Each Program will offer Vouchers towards the purchase and installation of a new EPA-certified woodstove, fireplace wood insert, gas (natural gas or propane), or electric device. Participants have four weeks to purchase a new device after receiving a voucher.

VA provides direct home loans to eligible Native American Veterans to finance the purchase, construction, or improvement of homes on Federal Trust Land, or to refinance a prior NADL to reduce the interest rate.

Native American Veterans and their spouses may be eligible to receive a guaranteed loan to purchase, construct, or improve a home on Federally-recognized trust, allotted lands, Alaska Native corporations, and Pacific Island territories. The NADL Program offers no downpayment, a 3.75% interest rate, and no private mortgage insurance cost. Eligible applicants must have a valid Certificate of Eligibility and be a satisfactory credit risk. The tribal government of your member tribe must have a signed Memorandum of Understanding (MOU) with the Secretary of Veteran Affairs, which spells out the conditions under which the program will operate on its trust lands. Recipients of program loans hoping to fund a project on tribal trust land are required to provide a deed of trust as a form of security for the loan. About the Award:
The SEDS program is designed to support community-based projects that increase the ability for Native Americans to define and achieve their own economic and social goals and/or the capacity to exercise local control and decision-making to promote the interests of community members. Projects that promote improved access to care through coordinated local and regional approaches and through supporting environmental health are eligible for this grant funding. Applicants can propose projects on 12, 24 and 36-month scales.

Program Highlights:
From 2009-2012, the Confederated Tribes Of Siletz Indians used $340,069 in grant funding to establish the Siletz Tribal Energy Program (STEP). This program was developed with the mission of addressing tribal energy-related challenges and coordinating energy efficiency work across Tribal agencies. Using grant funding, STEP established new building codes, organized Healthy Homes trainings for staff, and conducted outreach and energy audits in a number of households. [Source]

South Coast Wood Stove & Fireplace Change-Out Incentive Program
South Coast Air Quality Management District
Residents of Boyle Heights area, Chino/Ontario/Corona area, City of San Bernardino area, City of Riverside area, and Norco/Corona area may be eligible to receive a voucher for replacing their old wood stove with an efficient heat source.
About the Award:
In the process of reducing emissions from wood-burning devices, South Coast AQMD is offering an incentive for residents, renters (with landlord approval), or landlords of a rental property in the areas surrounding cities of Riverside and San Bernardino or the community of Boyle Heights to replace their wood-burning device. If you are a resident of one of these areas you may be eligible to receive funds for an installation of a cleaner-burning alternative. This program is open to residents of specific zip codes within these areas, viewable within this pdf. Residents are eligible to replace their old wood stove with one of these efficient options: Gas Logs, Gas or Electric Fireplace/Stove/Insert, Certified Wood Stove/Insert (replacing non-certified stove or open fireplace), Alcohol Fueled Fireplace Insert, or an EPA Qualified Fireplace Retrofit Kit.

Homeowners that have a non-EPA certified or old wood stove can apply to receive a $500 rebate when purchasing and installing a new qualified heating appliance from an approved vendor. Applicants must be located within the counties of Bannock, Bear Lake, Bingham, Caribou, Oneida, or Power. The replaced wood stove must be recycled at an approved recycling center. Apply by obtaining a Southeast Idaho Woodstove Changeout application at the DEQ Pocatello Regional office.

Spokane Wood Stove Changeout Program
Spokane Regional Clean Air Agency
Residents of Spokane County are eligible to receive a voucher for replacing their old wood stove with an efficient, new heat source.
About the Award:
Homeowners in Spokane County that heat with a non-EPA certified wood-burning stove or one that was made prior to 1999 can save on an upgrade to new wood, pellet, or gas devices or a ductless, mini-split-system heat pump. Residents must use a wood stove as a primary or secondary heat source regularly.

State and Tribal Indoor Radon Grants

Grants for tribes to address radon issues within existing homes or construct radon-safe homes.
About the Award:
Tribes that receive this grant can use these funds to either build new buildings with radon-reducing features or test and retrofit existing buildings. Tribes are required to provide a minimum of 25% of matching funds for the first year of the program and in-kind funds can be used for matching.

Program Highlights:
The Navajo Nation used SIRG funding to radon test Head Start facilities, tribal buildings, institutions, public schools, daycare, health care centers, and private residences. This program also distributed information about radon-resistant new construction and the health risks associated with radon. Finally, these funds were used to provide hundreds of radon test kits to the Navajo Birth Cohort Study, an epidemiologic study of pregnancy and neonatal outcomes in a uranium-exposed population.

This resource doesn't offer a reward, but rather offers tribes technical assistance on tribal energy projects. This office provides tribes with three types of technical assistance: Technical Analysis, Financial Analysis, and Strategic Energy Planning. Technical Experts from DOE are available to provide up to 40 hours of support per project.

About the Award:
The purpose of the Title VI loan guarantee is to assist IHBG recipients (borrowers) who want to finance additional grant-eligible construction or development at today’s costs. This can be used to create new housing, rehabilitate housing, build infrastructure, construct community facilities, and acquire community land for housing, among other activities.

Tribal Colleges Research Grants Program
US Department Of Agriculture (USDA)
Collaborative grants for tribal colleges and universities to research environmental challenges impacting agricultural communities.
About the Award:
This grant is available to 1994 Tribal Colleges (designated by 2018 farm bill) that are looking to build institutional research capacity through applied projects that address student educational needs and meet community, reservation or regional challenges. Eligible institutions may propose projects in any discipline of the food, agricultural or natural resource sciences. Grants are collaborative, meaning projects must involve at least one additional partner. Projects focused on indoor air quality must demonstrate that indoor air quality affects farmers and ranchers within their community.

Residents of Tuolumne County can receive a voucher for replacing their inefficient wood stove with a new heat source.
About the Award:
The Program is designed to help households in Tuolumne County replace an uncertified wood stove or insert used as the primary source of heat with a cleaner burning and more efficient certified device. To be eligible for the Program, a homeowner or renter (Applicant) must be using an uncertified wood stove or wood insert as a primary heat source. Participants can use this voucher to purchase one of the following heating appliances:
- a U.S. EPA certified wood stove or wood fireplace insert with emission rates not to exceed 4.5 grams/hour and 2.5 grams/hour for non-catalytic and catalytic stoves, respectively;
- Natural gas home heating device;
- Propane gas home heating device or;
- Electric home heating device.

Weatherization Assistance Program (WAP)
Department of Energy
Grants for residents to make energy efficiency improvements and address health hazards within the home.
About the Award:
This grant is meant to improve energy efficiency in low-income households through weatherization improvements and upgrades. Individual households apply for this program through a local weatherization provider. Weatherization agencies will work with the tribes to provide services in a community. Clients are referred by the tribe to the agency to submit their individual application. Often the tribes work with the agency to identify potential workers for the weatherization program.

Funding Details:
The weatherization program evaluates the individual home for eligible energy savings measures and for health and safety issues that need to be addressed. Repairs are limited to those items that would be critical to the installation of a weatherization measure. Health and Safety improvements are usually related to Lead-Based Paint, Asbestos, mold, moisture, and poor indoor air quality. Every home receives ventilation equipment to ensure healthy indoor air quality over the long term.

Wood Stove Changeout Program in North Carolina
American Lung Association (ALA)
Residents in parts of North Carolina can receive a voucher to replace their old wood stove with a more efficient heat source.
About the Award:
The American Lung Association in North Carolina is providing vouchers for residents to replace their old wood and coal stoves with EPA-certified appliances. Residential property owners in Cherokee, Graham, Haywood, Jackson, Mecklenburg, and Swain counties and the Eastern Band of Cherokee Indians (EBCI) community may be eligible for vouchers. Vouchers are available for a number of new heating appliances, including certified wood stoves, heat pumps, pellet stoves, and furnaces.

The Yolo-Solano Air Quality Management District is now offering a new incentive program to residents that live within the District to replace their old, non-EPA certified wood stove, fireplace insert, or open-hearth fireplace with a newer, cleaner burning device, such as an EPA certified woodstove/insert or a natural gas, propane, or electric heating device. Applicants must have an old, non-EPA certified wood stove, fireplace insert, or open hearth fireplace that is used as the primary source of heat in the home. This program is open to homeowners and renters.

Tribal Set-Aside for Low-Income Weatherization
Bonneville Power Administration
Grants for tribes in Bonneville Power Administration's service area to conduct weatherization and healthy homes outreach and coordination.
About the Award:
BPA provides direct funding to tribal governments to implement outreach and coordination with tribal members. Additional funding is provided to qualified tribal programs for implementing auditing, installation, and monitoring services. Up to 30% of the grants can be used for health and safety (air quality, mold mitigation, ventilation, radon testing and mitigation, etc). Tribes that use these funds for weatherization programs must follow the air quality guidelines of the DOE program and ASHRAE standards.

Program Highlights:
The Lower Elwha Klallam Tribe has nearly 30 percent of the tribe now heating and cooling their homes with ductless heat pumps. In partnership with a grant from the U.S. Department of Energy and funding from Clallam County Public Utility District, the tribe recently installed 57 ductless heat pumps in tribal members' homes.
